The Community Based Public Safety Collective (CBPSC) is proud to support the release of the Newark Community Street Team (NCST) Evaluation, a comprehensive mixed-methods study conducted by UCLA Social Justice Partners and made possible through the generous support of the Ford Foundation.

This landmark evaluation provides compelling evidence that Newark's community-led public safety model is associated with sustained reductions in violence while offering one of the most comprehensive examinations to date of how community-based public safety operates in practice.

More than an evaluation, this report serves as a blueprint for communities, practitioners, policymakers, and funders seeking to build effective, community-centered approaches to public safety.
The evaluation combines quantitative analysis, qualitative research, ethnographic observation, and extensive community engagement to examine the implementation and impact of Newark Community Street Team's public safety model.
Rather than asking only whether community-based public safety works, the study explores how it works—documenting the relationships, operational practices, organizational structures, and community trust that make lasting violence reduction possible.
