The Need

Communities across the country rely on trusted, community-based organizations to prevent violence, respond to crises, support healing, and create pathways to opportunity. Yet the organizations leading this work have historically operated with limited infrastructure, inconsistent funding, and few opportunities to invest in their own growth.

The Local Capacity Building Fund (LCBF)

exists to change that.

Rather than funding programs alone, LCBF invests in the organizational strength, leadership, and long-term sustainability that make community-based public safety possible.

What is the LCBF?

The Local Capacity Building Fund is CBPSC's flexible investment initiative designed to strengthen community-based public safety organizations. Through unrestricted and capacity-focused investments, the fund helps organizations build the infrastructure they need to grow, adapt, and sustain their impact over time.

Unlike traditional project grants, LCBF recognizes that strong organizations require more than program funding. They need capable leadership, effective systems, healthy teams, and the flexibility to respond to changing community needs. The fund complements CBPSC's technical assistance and leadership development by providing organizations with the resources necessary to put new strategies into practice and strengthen their long-term capacity.

Why Flexible Capital Matters

Organizations cannot build sustainable infrastructure through restricted project funding alone.

Community-based public safety organizations face growing expectations but limited resources to invest in the leadership, systems, and infrastructure needed for long-term success. Flexible capital allows organizations to strengthen the areas that matter most, including:

  • Hiring key staff

  • Leadership development

  • Financial management systems

  • Technology and data infrastructure

  • Policy and procedure development

  • Evaluation and learning

  • Strategic planning

  • Reserve building

  • Organizational transitions

  • Community engagement and partnership development
